Abstract
本專業實務報告旨在探討臺北市國民中學資訊組長的工作內容與挑戰,並提出相關建議。研究方法採用質性研究,透過文件分析與訪談,訪談對象為九位任職於不同學校規模與具備不同專業背景之臺北市國民中學資訊組長,藉此全面掌握資訊組長實際工作負荷與專業處境,進而提出具體建議,建立實徵基礎,主要研究結論如下:壹、國民中學資訊組長工作內容廣泛一、公文來源多元,以臺北市政府教育局為主要發文單位。二、工作類別多元,師生資訊研習競賽及檢定事務量最高。貳、國民中學資訊組長角色多元且複雜,需具備跨領域核心能力。為有效勝任此職務,資訊組長需具備以下四項核心能力。一、 資訊技術能力;二、 資源規劃能力;三、 溝通協調能力;四、 心態調適與即時應變能力。參、國民中學資訊組長面臨多重挑戰,工作負荷與職責模糊是主因。資訊組長在推動學校資訊發展過程中,普遍面臨以下六大挑戰。一、 行政負荷與政策推動壓力;二、 資源限制與人力不足;三、 臨時業務與應變壓力;四、 人際互動與溝通;五、 設備維護與技術更新;六、 角色定位與業務邊界模糊。肆、國中資訊組人力配置困境與專業成長需求一、資訊組人力配置:減課不足與職責界定。(一) 系統管理師一周只減四節課。(二) 資訊組的職責須明確化。二、資訊組長專業成長:實務導向與痛點解決之迫切需求。(一) 研習內容不接地氣。(二) 新興科技研習時效性不足。(三) 研習形式單一。三、資訊組長職務勝任之專業背景爭議:訪談者觀點分歧。具資訊專業者認為有助於業務快速上手,無資訊專業者強調實務累積的重要性。四、資訊組長專業成長:期望貼近實務與加入新興科技。(一) 研習應更貼近學校現場實務。(二) 新興資訊科技的學習抱持著渴望。
This professional practice report investigates the job content and challenges faced by Information Technology (IT) Section Chiefs in Taipei's junior high schools and proposes practical recommendations. Employing a qualitative research approach, the study utilized document analysis and interviews with nine IT Section Chiefs from various school sizes and professional backgrounds. This comprehensive approach aimed to understand their actual workload and professional backgrounds, providing an empirical basis for concrete suggestions. The main findings are summarized as follows: I. Extensive Responsibilities of Junior High School IT Section Chiefs 1. Diverse Sources of Official Documents: Most documents originate from the Taipei City Government's Bureau of Education. 2. Varied Work Categories: The highest workload involves IT workshops, competitions, and certification matters for teachers and students. II. Multifaceted and Complex Roles Requiring Cross-Domain Competencies To effectively fulfill their duties, IT Section Chiefs need four core competencies: 1. Information technology skills 2. Resource planning capabilities 3. Communication and coordination skills4. Mental resilience and adaptability under pressureIII. Multiple Challenges Faced by IT Section Chiefs-Heavy Workload and Role AmbiguitySix primary challenges are commonly reported:1. Administrative burden and pressure from policy implementation2. Resource constraints and staff shortages3. Ad-hoc tasks and emergency responses4. Interpersonal communication and collaboration5. Equipment maintenance and technological updates6. Unclear role definitions and blurred boundaries of responsibilitiesIV. Staffing Challenges and Professional Development Needs in Junior High School IT Sections1. IT Section Staffing: Insufficient Teaching Load Reduction and Unclear Responsibilities.(1) System administrators only receive a four-period reduction in teaching load per week.(2) The responsibilities of the IT section require clearer definition.2. Professional Development of IT Section Chiefs: An Urgent Need for Practice-Oriented and Problem-Solving Training.(1) Training content often lacks relevance to real-world school practices.(2) Training on emerging technologies is not timely.(3) Training formats are overly uniform.3. Controversy Over Professional Backgrounds for IT Section Chiefs: Divergent Interviewee Perspectives.Those with an IT background believed that having an IT background facilitated quicker adaptation to tasks, while those without emphasized the importance of accumulating practical experience.4. Professional Growth of IT Section Chiefs: Expectations for Practice-Oriented and Technology-Integrated Learning(1) Training should be more closely aligned with actual school operations.(2) A strong desire to learn about emerging information technologies.
