資訊自由與圖書館發展

Abstract

「資訊自由」是圖書館事業發展的重要依據。近年來，政府致力推動資訊自由相關 立法工作，包括已經立法通過的教育基本法、檔案法，以及正在立法中的政府資訊公開法、 圖書館法等，一方面顯示圖書館在民主社會中的重要角色，一方面也為圖書館事業發展舖上 坦途。本文探討我國自民初以來，資訊自由及資訊查禁相關政策的演進、敘述目前正在進行 中的資訊自由相關法案的發展，並從讀者、圖書館員、圖書館與圖書館界四方面闡述資訊自 由和圖書館服務的關係。本文建議圖書館員應關心、探討、追蹤、了解社會大眾對資訊自由 和查禁制度的看法，形成圖書館界的共識，使圖書館和圖書館員成為民主社會中，資訊自由 政策的主要推動者和維護者。

This paper discusses the efforts devoted to enhancing Intellectual Freedom in Taiwan, with a description of the lifting of Martial Law, the abolition of the Publication Law and the enacting of the ongoing draft legislation, including Library Law, Government Information Access Law, etc.. The impact of these endeavors, and the relationship between Intellectual Freedom issues and library operations are examined.
