新北市申辦2020年亞洲沙灘運動會策略分析之研究

Abstract

本研究旨在探討新北市申辦2020年亞洲沙灘運動會策略分析之研究，並研提具體結論與建議事項，作為新北市政府及中華奧會未來運作方向，並期望能達成申辦2020年亞洲沙灘運動會的目標。本研究採質性與量化並行，以文獻分析法、訪談法、SWOT分析法及德爾菲法作為主要研究方法；據以自編之「新北市申辦2020年亞洲沙灘運動會策略分析之研究調查問卷」為研究工具進行調查；調查問卷對象係由十位專家學者及行政人員進行二次調查問卷填答，且以平均數及標準差為統計方法，再經統計分析與討論後，獲致具體結論如下： 一、新北市申辦2020年亞洲沙灘運動會之現況分析，分別為： 優勢：新北市政府長年與中華奧會合作，展現勢在必得的申辦決心等三大優勢。 劣勢：新北市政府應聘請實際參與申辦或有經驗的專家學者等六大劣勢。 機會：近年來臺灣與中國政治情勢日趨和緩等三大機會。 威脅：中國的態度及立場仍是關鍵等四大威脅。 二、新北市申辦2020年亞洲沙灘運動會之策略架構，依重要程度排序分別為賽事硬體規劃、賽事軟體規劃、城市的發展與願景、國際與兩岸關係、專業團隊組織以及申辦城市承諾等六大架構。 三、新北市申辦2020年亞洲沙灘運動會之策略內容，依重要程度排序分別為「向社會大眾說明與溝通賽會舉辦對城市發展的正面效益（含經濟與非經濟）」、等三十項。

This study aims to explore the strategies and the specific recommendations for the bidding for 2020 Asian Beach Games to New Taipei City Government and the Chinese Olympic Committee, which offer directions of future operation and are expected to help bid for 2020 Asian Beach Games successfully. This study is both qualitative and quantitative, performed with literature review, interview, Strength Weakness Opportunity Threat Strategic Analysis and Delphi. According to my self-edited questionnaire for strategic analysis of New Taipei City bidding for 2020 Asian Beach Games, which was performed twice by ten specialists, scholars and executives, then with the mean and standard deviation as statistical methods, and statistical analysis and discussion. The attainable specific conclusions as follows: First, the analysis of the status of New Taipei City bidding for 2020 Asian Beach Games is: Advantage: New Taipei City Government making efforts top-down and the other two major advantages. Disadvantages: New Taipei City Government lacking of experienced specialists and scholars, and the other six disadvantages. Opportunity: The political situation in Taiwan and China increasingly becomes mild recently, and the other two opportunities. Threat: China 's attitude and stance are still critical, and so on. Second, the strategic framework of New Taipei City bidding for 2020 Asian Beach Games is, by importance, tournament hardware planning, tournament software planning, urban development and vision, international and cross-strait relations, professional team organization and the candidate cities commitments. Third, the strategies of New Taipei City bidding for 2020 Asian Beach Games, by importance, consists to explain to the public about the pros of urban development, including economic and non-economic, by bidding for the tournament, and the other 29 matters.
