Abstract

本研究旨在探討歐洲文化之都在跨境文化合作領域的相關議題。緣起於 1985 年,演變至今每年由歐盟遴選若干個歐洲城市,授予歐洲文化之都(European Capital of Culture,ECOC)稱號,以推廣該城市的文化、宣傳歐洲共同文化。隨著此計畫之演變,其趨勢轉變為鼓勵邊境地區的城市發展跨區域合作夥伴關係。本研究選取曾獲選歐洲文化之都並發展跨境文化合作的城市作為個案,分別為 2004 年獲選的法國里爾(Lille 2004)及 2007 年獲選的盧森堡及大區域(Luxembourg and Greater Region 2007)。本研究將先爬梳歐盟及歐洲文化之都的跨境合作發展背景,了解其脈絡、文化政策及發展趨勢的演變。並以官方研究報告及相關學術論文為主,分析個案在跨境合作下的異同及挑戰。
This study aims to explore issues related to cross-border cultural cooperation within the framework of the European Capital of Culture (ECOC). Originating in 1985, the program has evolved into an annual selection process by the European Union, where several European cities are awarded the title of European Capital of Culture to promote the city's culture and publicize European common culture. As the program has evolved, its trend has shifted towards encouraging cities in border regions to develop cross-regional cooperative partnerships. This study selects cities that have been designated as European Capitals of Culture and have developed cross-border cultural cooperation as case studies, specifically Lille, France (Lille 2004) and Luxembourg and the Greater Region (Luxembourg and Greater Region 2007), which were selected in 2004 and 2007, respectively. This research will first review the background of cross-border cooperation development within the EU and the European Capital of Culture program, examining the context, cultural policies, and the evolution of these trends. Official research reports and relevant academic papers will primarily be used to analyze the similarities, differences, and challenges faced by these cases in the context of cross-border cooperation.
