Abstract

大學是培育學生全人發展的教育場域,培養學生的學識、能力與素養。參與學生會除了能培養學生自治之精神,必定也會對學生會評選活動留下深刻印象。現今學生會運作成效的評選制度係以將組織運作過程彙整成檔案資料,包含校務參與及內部運作的各項紀錄、辦理相關活動的成效與照片等。本研究嘗試在現行全國大專校院學生會評選指標下,建立學生會運作成效指標之評量尺規,藉此讓參與學生會評選活動的人員,瞭解其表現程度;運用系統化的評估,讓評選活動更客觀且公正,同時,讓學生透過這一套評量尺規進行運作成效之檢核工具。本研究係以現行教育部主辦之大專校院學生會成果展的評選指標面向作為基礎,包含「法規建立暨組織運作」、「年度計畫暨財務制度」、「選舉制度」及「學生權益」等項目,採以內容(專家)效度與實施三次德懷術問卷調查後,提出:法規建立、組織運作、年度計畫、財物制度、選舉制度及學生權益等6項指標面向,並依據每一個指標面向提出127項評量尺規,本研究之評量尺規皆符合高適切度與高一致性之判定原則(M≥5、SD<1且QD≤0.6)。 本研究所建構之大專校院學生會運作成效指標之評量尺規,未來若能廣為推廣,應能強化學生會組織運作之教育性,並可作為學生會運作之指引工具,應有助於減少學生參與學生會之焦慮感及組織傳承的問題,同時,幫助學生會瞭解全國大專校院學生會成果展評選指標;在評審進行評分時,應能以相對公平、一致與客觀的條件下進行,而學生在得知評鑑結果後,也能瞭解組織運作之表現等級及表現描述,提升評選活動的教育目的與價值,增加學生對評選活動的認同感。
Universities serve as educational environments that cultivate the holistic development of students, nurturing their knowledge, abilities, and values. Participation in the university student association not only fosters the spirit of student autonomy but also leaves a lasting impression on those involved in the association's selection activities. The current evaluation system for the effectiveness of university student associations involves compiling the organizational processes into documented materials, which include records of participation in university affairs, internal operations, the outcomes of related activities, and photographs. This study aims to establish the rubrics for the operational effectiveness indicators of university student associations in Taiwan under the current national evaluation indicators for university student associations. The goal is to help participants in the selection activities understand their level of performance by utilizing systematic evaluation methods that make the selection process more objective and fair, and to provide students with a tool to assess the effectiveness of their operations through this set of rubrics.The study is based on the existing evaluation indicators from the Ministry of Education's university student association achievement exhibition, which include aspects such as "Regulation Establishment and Organizational Operations," "Annual Plans and Financial Systems," "Election Systems," and "Student Rights." After validating content (expert) validity and conducting three rounds of Delphi Technique surveys, six key evaluation dimensions were identified: "Regulation Establishment, " "Organizational Operations, " "Annual Plans, " "Financial Systems, " "Election Systems, " and "Student Rights. " Based on these dimensions, 127 rubrics were developed. These rubrics with the principles of high relevance and consistency (M≥5, SD<1, and QD≤0.6). Establishing the rubrics for operational effectiveness indicators of university student association in Taiwan, developed in this study, if widely adopted in the future, could enhance the educational function of student association operations and serve as a guiding tool for these operations. This should help reduce student anxiety aboutparticipating in university student associations and address issues related to university student associations continuity. Additionally, it would assist university student associations in understanding the national evaluation indicators for university student association achievement exhibitions. The evaluation process would be conducted under relatively fair, consistent, and objective conditions, and students, upon learning the evaluation results, would gain insight into their scale and descriptors. This would elevate the educational purpose and value of the selection activities and increase student recognition of these activities.
