探索臺北市街頭藝人證照開放登記制之效應評估--以表演藝術類型街頭藝人為例

Abstract
本研究旨在探索臺北市街頭藝人證照制度由審議制轉為登記制後,對街頭藝人產業生態的影響及未來政策改進的可能性。自2005年證照制度推行以來,街頭藝人的管理逐步轉型。研究主要透過對法規變更的歷史背景與政策效應進行分析,並以訪談方式了解街頭藝人、文化相關制定者對於現行制度的意見與反饋,並爬梳街頭藝人制度制定時的相關背景脈絡,深入觀察新制度下的操作與執行挑戰。在研究中發現新制度的實施雖然降低了證照取得門檻,促進了表演者的參與,但也帶來了表演質量參差不齊、場地競爭加劇等問題。同時由於政策上轉換期間的陣痛期與從業人員增加快速,街頭藝人面臨演出權益受損的情況,例如場地申請不到,或是演出收入減少等。本研究根據調查結果提出三種政策建議:回歸審議制度以提升表演專業性、建立街頭藝人公會以加強行業凝聚力及政策協商,或推行審議與登記制度並行的雙軌模式以兼顧質量與包容性。研究生認為,街頭藝人制度的優化應平衡專業性與彈性,透過提升行業自律和政府支持,為表演者創造更有利的環境,並使街頭藝術成為城市文化的重要組成部分。
This study aims to explore the impact of Taipei City's transition from a review-based licensing system to a registration-based system on the street performer industry ecosystem, as well as the potential for future policy improvements. Since the implementation of the licensing system in 2005, the management of street performers has undergone gradual transformation. The research primarily analyzes the historical background and policy effects of the regulatory changes, while also conducting interviews to gather opinions and feedback from street performers and cultural policymakers. Additionally, it examines the context in which the street performer system was established and provides an in-depth observation of the challenges in operation and execution under the new system.The study finds that while the new system has lowered the barriers to obtaining a license and encouraged greater participation among performers, it has also led to issues such as inconsistent performance quality and intensified competition for performance spaces. Moreover, during the transition period, the rapid increase in street performers has resulted in challenges related to performance rights, such as difficulties in securing performance locations and reduced income opportunities. Based on the findings, this study proposes three policy recommendations: reinstating the review-based system to enhance performance professionalism, establishing a street performers’ association to strengthen industry cohesion and policy negotiation, or implementing a dual-track system that integrates both review and registration processes to balance quality and inclusivity.The researcher believes that optimizing the street performer system requires balancing professionalism and flexibility. By enhancing industry self-regulation and increasing government support, a more favorable environment can be created for performers, allowing street arts to become an integral part of the city's cultural landscape.
